Salary: $150,000 – $175,000 

The position of Senior Director of Finance will play a pivotal role in the growth and  development of GLAVREF whose mission is “Building Partnerships to Advance  Research and Education for the Health of Our Nation’s Veterans”. The Senior Director  of Finance will enhance GLAVREF’s strategic capacity for administering research and  education by strengthening a responsive, service-focused administrative office that  ensures funds and expended appropriately and effectively, in accordance with  institutional policies, federal regulations and generally accepted accounting  principles (GAAP).  

Reporting to the Executive Director, the administrative staff includes a Director of  Research and Education, Human Resources Manager, Accountant and Procurement  Manager, Accountant, Billing Associate, and Executive Assistant in addition to eighty  (80) research professionals included on its payroll. The program and administrative  budget for the 2023 fiscal year was approximately $7,000,000.  

Essential Duties and Responsibilities  

  • Develop and monitor GLAVREF’s annual budget 
  • Oversee the management of all GLAVREF finances, expenditures, and  investments 
  • Ensure accurate financial records; prepare statements and reports for internal  and external audiences, including the GLAVREF Board and other external  stakeholders
    •  Serve as key financial liaison to the GLAVREF Board of Directors,  presenting quarterly profit and loss (P&L) reports, trends in financial  status and identification of financial risks 
  • As needed, serve as a responsible participant in the review and execution of the  financial terms of grants and negotiation of contracts and subawards  Advise on post-award budgets and commitment activities; approve  expenditures and oversee compliance related to funds and revenue  Oversee communication with research and education community supporting  project status; create forecasting models and decision aids 
  • Interpret complex governmental policies, including Federal Acquisition  Regulations (FAR), Cost Accounting Standards, and sponsor guidelines
  • Assess GLAVREF’s current financial transactions and workflow with particular  attention to prime federal awards and subawards
    • Oversee and guide implementation and use of software to ensure best  accounting practices 
  • Monitor general ledger, identifying and resolving any discrepancy with  financial journals and cost transfers  
  • Conduct audits to assess effectiveness of controls and accuracy of financial  records 
  • Lead the GLAVREF financial team and Board Finance and Audit Committees in  preparation for annual audit 
  • Develop positive and collegial relationships with investigators, their team, and  institutional stakeholders across the VA and all GLAVREF sites to ensure open  communication and timely response to inquiries 
  • Participate in Nonprofit Program Office (NPPO) and National Association of  Veterans Research and Education (NAVREF) trainings and activities, as relevant  Mentor accounting staff to make improvements as it relates to reporting,  invoicing, ordering, and managing revenue; assists with financial inquiries from  varied institutional stakeholders 
  • Oversee, negotiate, and administer GLAVREF’s organization business insurance, 403B program retirement program, and other annual certifications  related to the State of CA or Federal IRS requirements 
  • Supervisory responsibilities include supervising the finance team, approving  timesheets, and conducting annual reviews  

Qualifications 

  • A bachelor’s degree in accounting, business, or financial management of a  healthcare-related institution or a related field is required 
  • Master’s degree in business administration of non-profit management strongly  preferred.  
  • Eight (8) or more years’ experience in research finance administration,  including financial modeling, budget preparation, compliance, and  management related to complex grants and contracts.  
  • Experience associated with US Department of Veterans Affairs relationship Experience in strategic planning and process improvement  
  • Demonstrated ability to oversee and cultivate productive teams  Excellent analytical and program-solving skills  
  • Commitment to GLAVREF’s mission of partnering with VA Research and  Education communities
    • A hybrid position will be considered. An exempt position works full time, and a variable work schedule will be considered
